Instruction permit at age 14
Iowa allows teens to take the knowledge and vision test for an instruction permit at just 14 years old — one of the earliest starting ages in the country. A parent or guardian must provide written consent.
Intermediate license nighttime restriction
Drivers with an Iowa intermediate license may drive unsupervised only between 5:00 AM and 12:30 AM. Driving between 12:30 AM and 5:00 AM requires an adult, unless a school/work hour-restriction waiver (form 431170) is carried in the vehicle.
First-six-months passenger limit
For the first six months of holding an intermediate license, you may not carry more than one unrelated minor passenger while driving unsupervised. Brothers, sisters, step-siblings, and other minors in your household do not count toward the limit.
Device ban for permit and intermediate drivers
Drivers under Iowa's graduated licensing program may not use a cell phone, smartphone, tablet, or other electronic communication or entertainment device while driving. Permanently installed vehicle equipment is exempt.
